or the general and specific prohibitions in Section 10-2 of this Article, as is <br />allowed by 40 CFR 403.4. <br /> <br />Section 10-2.6 Dilution. <br /> <br />No user shall ever increase the use of process water or, in any way, attempt to <br />dilute a discharge as a partial or complete substitute for adequate treatment to <br />achieve compliance with the limitations contained in the National Categorical <br />Pretreatment Standards, unless expressly authorized by an applicable pretreatment <br />standard, or in any other pollutant-specific limitation developed by the County or <br />State. <br /> <br />Section 10-2.7 Pretreatment of Wastewater. <br /> <br />a. Pretreatment Facilities <br /> <br />Users shall provide necessary wastewater treatment as required to comply with <br />this Article, wastewater permits issued under Section 10-4.2 of this Article <br />and shall achieve compliance with all National Categorical Pretreatment <br />Standards, local limits and the prohibitions set out in Section 10-2.1 of the <br />article with in the time limitations as specified by the EPA, the State, or <br />the Executive Director, whichever is more stringent. Any facilities <br />necessary for compliance shall be provided, operated, and maintained at the <br />user's expense. Users shall not discharge wastewater requiring treatment <br />either directly or indirectly to the County's wastewater treatment system <br />without first notifying and obtaining approval from the Administrator. <br />Detailed plans showing the pretreatment facilities and operating procedures <br />shall be submitted to the Authority for review, and shall be approved by the <br />Executive Director before construction of the facility. The review of such <br />plans and operating procedures shall in no way relieve the user from the <br />responsibility of modifying the facility as necessary to produce an effluent <br />acceptable to the Authority under the provisions of this Article. Any <br />subsequent changes in the pretreatment facilities or methods of operation <br />shall be reported to and be acceptable to the Executive Administrator prior <br />to the user's initiation of the changes. <br /> <br />Additional Pretreatment Measures. <br /> <br />1. Whenever deemed necessary, the Executive Director may require users to <br /> restrict their discharge peak flow periods, designate that certain <br /> wastewater be discharged only into specific sewers, relocate and/or <br /> consolidate points of discharge, separate sewage wastestreams from <br /> industrial wastestreams, and such other conditions as may be necessary <br /> to protect the POTW and determine the user's compliance with the <br /> requirements of this Article. <br /> <br />Grease, oil and sand interceptors shall be provided when, in the <br />opinion of the Executive Director, they are necessary for the proper <br />handling of wastewater containing grease in excessive amount of grease <br />and oil, or sand; except that such interceptors shall not be required <br />for residential users. All restaurants and slaughtering operations <br />shall have grease interceptors or grease removal facilities. All <br />interception units shall be of type and capacity approved by the <br />Executive Director and shall be so located to be easily accessible for <br />cleaning and inspection. Such interceptors shall be inspected, <br />cleaned, and repaired regularly, as needed, by the user at their <br />expense. <br /> <br />Flow equalization. The Executive Director may require any person <br />discharging into the POTW to install and maintain, on the property at <br />their expense, a suitable storage and flow-control facility to ensure <br />equalization of flow. A wastewater discharge permit may be issued <br />solely for flow equalization. Such facility shall have a capacity of <br />at least eighty (80%) percent of the normal volume of one (1) twenty- <br />four hour production period of wastewater and outlet to the sewer <br />controlled by a waterworks-type controller, or other approved device, <br />the setting of which shall be directed by the Executive Director. <br /> <br />45 <br /> <br /> <br />
