Control Manhole. Any person discharging nondomestic wastewater into <br />the County's sanitary sewer shall construct and maintain a suitable <br />control manhole to fac£1itate observation, measurements and sampling of <br />all wastewater including domestic wastewater from the industry. The <br />control manhole shall be constructed downstream from any treatment, <br />storage or other approved system at a suitable and satisfactory <br />location and built in a manner approved by the Administrator or his <br />designee. <br /> <br />Measuring Device. Where a storage tank is not required, the control <br />manhole shall be equipped with a permanent type volume measuring device <br />such as a nozzle, or other device approved by the Executive Director. <br />The manhole shall be installed by the person discharging the wastewater <br />at his own expense and shall be maintained by him so as to be safe, <br />accessible and in proper operating condition at all times. <br /> <br />Interrupted Service Note. Notice shall be given to the Executive <br />Director or his designee when normal industry will be interrupted for <br />seventy-two (72) hours or longer and wastewater will not be available <br />for discharge, or when a change of process is contemplated or <br />malfunction of the treatment facility occurs or is anticipated which <br />will alter demands on the wastewater treatment facilities. Normal <br />operations shall include allowance for legal holidays and other <br />announced plant shutdowns. <br /> <br />Users with potential to discharge flammable substances may be required <br />to install and maintain an approved combustible gas detection meter. <br /> <br />Plans for the construction of the equalization tank, control manhole, controlling <br />devices, and volume measuring devices shall be approved by the Executive Director <br />prior to the beginning of construction. <br /> <br />Section 10-2.8 Accidental Discharge/Slug Control Plans. <br /> <br />At least once every two (2) years, the Executive Director shall evaluate whether <br />each significant industrial user needs an accidental discharge/slug control plan. <br />The Executive Director may require any user to develop, submit for approval, and <br />implement such a plan. Alternatively, the Executive Director may develop such a <br />plan for any user. An accidental discharge/slug control plan shall address, at a <br />minimum, the following: <br /> <br />a. Description of discharge practices, including nonroutine batch discharges; <br /> <br />b. Description of stored chemicals; <br /> <br />Procedures for immediately notifying the Executive Director of any accidental <br />or slug discharge, as required by Section 10-5.6 of this ordinance; and <br /> <br />do <br /> <br />Procedures to prevent adverse impact from any accidental or slug discharge. <br />Such procedures include, but are not limited to, inspection and maintenance <br />of storage areas, handling and transfer of materials, loading and unloading <br />operations, control of plant site runoff, worker training, building of <br />containment structures or equipment, measures for containing toxic organic <br />pollutants, including solvents, and/or measures and equipment for emergency <br />response. <br /> <br />Section 10-2.9 Hauled Wastewater. <br /> <br />Any person engaging in the transport of septage, wastes from chemical toilets or <br />other liquid or semi-liquid wastewater for the purpose of disposal shall be referred <br />to herein as contractors. Contractors shall be allowed to empty wastewater <br />permitted by this subsection into the sewer system at designated structures located <br />at the POTW subject to the following limitations and conditions: <br /> <br />Before emptying septic tank sludge or wastes from chemical toilets into the <br />sewer system at the POTW, contractors shall have obtained and have in their <br />possession a currently va~id permit to provide scavenger service issued by <br /> <br /> <br />
