The number of the permit shall <br />be prom£nently displayed by the contractor on the cab of the truck or on the <br />tank in which sludge or waste is transported. <br /> <br />bo <br /> <br />The Contractor must apply for and receive a septage discharge permit from the <br />Authority, accompanied by the applicable fee prior to discharging to the <br />POTW. By accepting the permit to introduce septic tank sludge and chemical <br />toilet wastes derived only from domestic sources into the sewer system the <br />contractor agrees to dump or empty such sludge and waste only at designated <br />structures, at such times as are established by the POTW, and to maintain <br />these structures and the area surrounding them in a proper condition of <br />cleanliness. Such waste shall not violate Section 10-2 of this Article or <br />any other requirements established by the Authority. <br /> <br />c. Contractor shall not empty into the sewer system grease trap wastes. <br /> <br />do <br /> <br />Contractor shall not empty into the sewer system any industrial wastes <br />without prior written approval from the Authority. Contractor must provide <br />any and all information, including sampling analysis, requested by the <br />wastewater treatment staff. <br /> <br />eo <br /> <br />The contractor shall supply with every load a representative sample of the <br />waste being emptied as prescribed by the Executive Director. The contractor <br />may also be required to provide the name, address and phone number of the <br />customer for which the sample was provided. <br /> <br />Upon failure to maintain structures in a proper condition of cleanliness, <br />failure to have a currently valid permit from the North Carolina Department <br />of Solid Waste or failure to pay charges due to the Authority as hereinafter <br />provided, the Authority may deny a contractor permission to dispose of septic <br />tank sludge and waste from chemical toilets into the sewer system. The <br />Authority will notify the Cabarrus County Health Department and State of such <br />denial of permission to any contractor. <br /> <br />go <br /> <br />Failure of the contractor to comply in accordance with this Article or <br />septage permit may result in revocation of permit and/or penalties provided <br />for in Section 10-8. <br /> <br />ho <br /> <br />User fees shall be established at a rate to recover the cost of treatment and <br />administration of the contract hauler program. Fees and payment policy shall <br />be approved by the Board of Directors and shall be paid in accordance with <br />the procedure established by the Executive Director. <br /> <br />Section 10-3 Fees. <br /> <br />Section 10-3.1 Purpose. <br /> <br />It is the purpose of this section to provide for the recovery of costs from users <br />of the Authority's wastewater disposal system for the implementation of the program <br />established herein. The applicable charges or fees shall be set forth in the <br />Authority's schedule of charges and fees. <br /> <br />Section 10-3.2 User Charges. <br /> <br />A user charge shall be levied on all users including, but not limited to persons, <br />firms, corporations or governmental entities that discharge, cause or permit the <br />discharge of sewage into the POTW. <br /> <br />ao <br /> <br />The user charge shall reflect at least the cost of debt service, operation <br />and maintenance (including replacement) of the POTW. <br /> <br />b. Each user shall pay its proportionate cost base on volume of flow. <br /> <br />Co <br /> <br />The Executive Director shall review annually the sewage contributions of <br />users, the total costs of debt service, operation and maintenance of the POTW <br />and will make recommendations to the Board of Directors for adjustments in <br />the Rate Schedule as necessary. <br /> <br /> <br />
