The number of the permit shall be prom£nently displayed by the contractor on the cab of the truck or on the tank in which sludge or waste is transported. bo The Contractor must apply for and receive a septage discharge permit from the Authority, accompanied by the applicable fee prior to discharging to the POTW. By accepting the permit to introduce septic tank sludge and chemical toilet wastes derived only from domestic sources into the sewer system the contractor agrees to dump or empty such sludge and waste only at designated structures, at such times as are established by the POTW, and to maintain these structures and the area surrounding them in a proper condition of cleanliness. Such waste shall not violate Section 10-2 of this Article or any other requirements established by the Authority. c. Contractor shall not empty into the sewer system grease trap wastes. do Contractor shall not empty into the sewer system any industrial wastes without prior written approval from the Authority. Contractor must provide any and all information, including sampling analysis, requested by the wastewater treatment staff. eo The contractor shall supply with every load a representative sample of the waste being emptied as prescribed by the Executive Director. The contractor may also be required to provide the name, address and phone number of the customer for which the sample was provided. Upon failure to maintain structures in a proper condition of cleanliness, failure to have a currently valid permit from the North Carolina Department of Solid Waste or failure to pay charges due to the Authority as hereinafter provided, the Authority may deny a contractor permission to dispose of septic tank sludge and waste from chemical toilets into the sewer system. The Authority will notify the Cabarrus County Health Department and State of such denial of permission to any contractor. go Failure of the contractor to comply in accordance with this Article or septage permit may result in revocation of permit and/or penalties provided for in Section 10-8. ho User fees shall be established at a rate to recover the cost of treatment and administration of the contract hauler program. Fees and payment policy shall be approved by the Board of Directors and shall be paid in accordance with the procedure established by the Executive Director. Section 10-3 Fees. Section 10-3.1 Purpose. It is the purpose of this section to provide for the recovery of costs from users of the Authority's wastewater disposal system for the implementation of the program established herein. The applicable charges or fees shall be set forth in the Authority's schedule of charges and fees. Section 10-3.2 User Charges. A user charge shall be levied on all users including, but not limited to persons, firms, corporations or governmental entities that discharge, cause or permit the discharge of sewage into the POTW. ao The user charge shall reflect at least the cost of debt service, operation and maintenance (including replacement) of the POTW. b. Each user shall pay its proportionate cost base on volume of flow. Co The Executive Director shall review annually the sewage contributions of users, the total costs of debt service, operation and maintenance of the POTW and will make recommendations to the Board of Directors for adjustments in the Rate Schedule as necessary.
