PROGRAM NARRATIVE <br /> <br />Briefly describe what the program axpec~ to achi~e and why. At a minimum, the narrative shouM ~clude the following information: <br />(1) Identify ~e staff and ~e~ respons~ies to ~e program, <br />(2) describe ~e physkd facdities ~ wh~h ~e se~kes w~ be delivered (3) discuss any areas of concern ~at couM affect ~e <br />success of the program (4) disc~s why these resources used ~ the manner described shouM be expected to alter ~appropr~te ~ <br /> <br />behav~ (5) descr~e &e referra~ screening and admiss~n prqcedures, (6) descr~e &e mea~ of working with you~ and families, <br />(7) describe the daily program act~ities and (8) descr~e ~e term~n procedures. <br />The Psychological Services to Juvenile Court Program will continue to provide assessment, <br />treatment, and consultation as provided in the '94-'95 funding yegr. The position housed at <br />the courthouse will be maintained ensuring availability to the court counselors and accessi- <br />bility to the CBA referred youth. The persom in this pofition provides considerable <br />services to the CBA referred youth; however, additional services, i.e. substance abuse <br />assessment/treatment, and overflow willcontinue to be provided~by the other positions listed <br />below, as part of this agreement. <br />1) Program Staff <br /> A. Center Director (Vacant): Supervises overall process and implementation of <br /> program. <br /> B. Esther M. Winters, Ph'.D. - Director of Child and Adolescent Services: Will <br /> provide clinical supervision, and supervise day to d~y operation of the program. <br /> C. Rick Helms, M.A. - Provides on-site direct serv{ces including psychological <br /> assessments and evaluations, individual, group and family therapy, as well as <br /> consultation to court c~unselors~ also coordinates referrals for substance <br /> abuse assessment and treatment, and for appropriate groups conducted at Cabarrus <br /> Center. <br /> D. Betsy Karas, MHDL - Conduct therapy groups at Cabarrus Center, may provide individual-- <br /> therapy if client needs warrants a female therapist. <br /> E. Mona Sossomang CAC (Certified Alcohol Counselor) - Will provide substance abuse <br /> assessment and treatment. <br /> F. Tracy Sherrill - Will provide substance abuse assessment and treatment. <br /> G. Paul Brar, M.D. - Child Psychiatrist - psychiatric evaluation and medication moni~ori ~ <br />2) Facilities when needed <br /> A. Cabarrus County Courthouse office - site of primary contact person. Used for <br /> evaluations, individual, group, and/or family therapy, as well as for consultation <br /> with other agency personnel. <br /> B. Cabarrus Family Recovery Center - houses offices of substance abuse counselors <br /> and group rooms used in the Adolescent Substance Abuse program. <br /> C. ' Cabarrus Mental Health Center - houses offices of administrative personnel <br /> and additional therapists. <br /> <br /> 3) Areas of Concern <br /> It is important to understand that by the time youth come to the attention of <br /> Juvenile Court they typically have of relatively long history of problematic <br /> behavior. Thus, it is essential that the family be wholeheartedly involved in the <br /> individual's treatment. It is also important that the various agencies involved with <br /> a family are in agreement regarding the desired course and outcome of treatment. <br /> Failure of the family and.community to be involved in a child's treatment decrease~ <br /> the likelihood of success. <br /> <br />4) Funding the full-time position located at the courthouse ensures that a Mental <br /> Health clinician is available to the juvenile court counselors and to the court for <br /> consultation, and to conduct psychological evaluations. This is useful in making <br /> decisions regarding~the placement and treatment needs of individuals. The funds <br /> budgeted for additional services basically ensures that CBA eligible youth and their <br /> families have access to all of the Child and Adolescent Services that Cabarrus <br /> Mental Health and Family Recovery Centers offer. Thus, the serv~.~es provided can be <br /> ~l~r~d ~ me~ thc needs of the vouth and his/her family, rather than bein~ limited <br /> <br /> <br />
