Cabal'rtls County Planning and Zoning Commission Minutes <br />April 20, 1995 <br />7:00 P.M. <br /> <br />Ms. Ianice Harkey, Vice Chairperson, called the meeting to order at 7:00 p.m. <br />Members present in addition to the Vice Chair were Mr. Lewis Brownlow, Ms. <br />Monica Davis, Mr. Clyde Drye, Mr. Ed Hill, Mr. R. Vernon Jeter, Mr. Benjamin <br />Lane, Mr. Dewey Moose and Mr. Aaron Ritchie. Attending from the Planning, <br />Zoning and Building Inspection Depa~tent were Mr. Gerald A. Newton, <br />Director, Mr. Michael Downs, Zoning Administrator, Mr. Jonathan Marshall, <br />Senior Planner and Ms. Phyllis C. Cart. Also attending was Mr. Rich Koch, <br />Attorney for the Planning and Zoning Commission. <br /> <br />There being no corrections to the March 16, 1995 Minutes, the Chair stated that <br />they stand approved as received. <br /> <br />Old Business <br /> <br />The Chair introduced the first item of old business on the Agenda, Adoption of <br />the Cabareus County Subdivision Regulations: <br /> <br />Applicant Planning, Zoning, Building Inspection <br />Requesl: Adoption of Subdivision Regulations <br /> <br />This was a request to the Cabarrus County Planning and Zoning Commission <br />from the Cabarrus County Planning, Zoning, and Building Inspection <br />Department for the adoption of the Cabarrus County Subdivision Regulations. <br /> <br />Mr. Jonathan Marshall, Senior Planner, addressed the Board stating that there <br />were two changes the staff made to the draft The first change is in areas that do <br />not currently have water and sewer, but it is planned that it will be extended to <br />that area, we are adding a provision to the ordinance whereby a developer could <br />state on the face of that plat that it is being platted originally with lot sizes to <br />accommodate well and septic tanks, but that those lots could be further divided <br />once sewer is available. The second change is in a number of places we refer to <br />an urban growth area. Originally, we proposed to the cities of Concord and <br />Kannapolis that in those areas where they are considering annexation, we are <br />proposing within those areas, that all subdivisions be developed to meet their <br />road standards.
