Another change and issue of concern was from Mr. Jeter <br />about when would a second entrance be required in a subdivision. Mr. Jeter <br />suggested that in Part C of the Subdivision Regulations draft, on page 27, that <br />rather than set an exact standard or set a standard on a number of trips, that we <br />stay with the language proposed by staff with the exception that reads in the <br />first sentence, "where traffic impact analysis, the planning staff or Planning and <br />Zoning Commission detei-tines it is necessary that a divided entrance or a <br />second entrance "will be" required rather than "may be" required. We would <br />change that one word to make it understood that when it is indicated to be <br />necessary, that those second entrances will be required in those cases. <br /> <br />There being no further comments, Mr. Jeter MOTIONED to approve the <br />adoption of the Cabarrus County Subdivision Regulations subject to the changes <br />that have ~'c~n indicated, seconded by Mr. Hill. The vote was unanimous. <br /> <br />New Business <br /> <br />The Chair introduced the first item of new business on the Agenda, Report on <br />Midland Area Plan: <br /> <br />Applicant Planning~ Zoning~ Building Inspection <br />Request Report on Midland Area Plan <br /> <br />This was a request to the Cabarrus County Planning and Zoning Commission <br />from the Cabarrus County Planning, Zoning and Building Inspection <br />Departatent to discuss the report on the Midland Area Plan. <br /> <br />Mr. Gerald A. Newton, Director, addressed the Board stating we had a rezoning <br />that was quite controversial, Conner Trucking rezoning in which this board and <br />staff had recommended denial of the rezoning. It went on to the County <br />Commissioners and within their fights, they reversed that decision and <br />approved the rezoning. Subsequently, as part of that, there was a law suit filed <br />by some citizens about that rezoning. The Commissioners requested that the <br />Planning Department take a look at the Midland Area Plan, review it, and make <br />a recommendation back, in particular as it relates to that small part of that <br />community called the Cabarrus Station Area. We indicated that that would be <br />done. But it would only be done through the nort~tal process which was, and is, <br />to involve the community. Mr. Newton said Jonathan Marshall and Sue Russell <br />met with the residents, and Jonathan will present the conclusion of that and our <br />recommendations. <br /> <br />Mr. Jonathan Marshall, Senior Planner, addressed the Board stating that in <br />addition to Sue and himself, Mr. Lewis Brownlow and Mr. Dewey Moose were <br />also at the meeting as well as Commissioner Kenneth Olio-Mills.
