meeting, in comments and questions asked, we were somewhat contradictory <br />information. Some people there felt that there was a need in the Cabarrus <br />Station community for more businesses and services. Mr. Marshall said they <br />went over with the citizens what businesses and services were permitted in the <br />LDR and MDR districts, which are the two zoning districts covering that area. <br />Some citizens felt that there should not be any zoning control, it should be up to <br />the individual property owners what they did with their property. There were <br />some that felt that there should be more flexibility and a more wider range of <br />uses permitted to them. In particular, they cited as issues the fact that <br />commercial property along Highway 24/27 and Highway 601, which are the <br />primary commercial areas in the Midland community, that property there was <br />probably not available. If it was available, it was too expensive for the average <br />business or service owner, particularly those who are just beginning to open a <br />business. The other thing that was cited, was with the construction of the <br />Muddy Creek Wastewater Treatment Plant, that there was going to be a need to <br />increase the tax base in that area to help pay for that treatment plant and also to <br />justify its operation. There were recommendations that we look at increasing <br />commercial zoning within that area. Mr. Marshall said as a result of the review <br />of the comments at the meeting, those mailed to us, and looking again at the <br />overall infrastruction and zoning pattern in the area, we are not recommending <br />and changes being made to the existing Midland Area Plan. He said he has <br />given the board an addendum that will be added to the plan in the future. He <br />asked if the board decides to go forward with that, that they adopt it in the fo~m <br />of a motion since the Midland Area Plan does serve as a policy guide to the <br />board in making decisions on land use in that area. <br /> <br />The Chair stated that this is not a public hearing, but she asked if anyone here <br />tonight would like to make a comment to please come forward. <br /> <br />No citizens made any comments. <br /> <br />Mr. Jeter asked if this was merely a report or is it something that requires action <br />on. -- <br /> <br />The Chair stated that it does require action. The board will vote on whether to <br />accept the recommendations from the staff. <br /> <br />The Chair said since this review request came from the Commissioners, the staff <br />has been looking at this to see if there will be any changes made. The staff is <br />saying no changes are needed, so the board's function is to vote as to whether or <br />not to approve their recommendation. <br /> <br />Mr. Hill said what is the alternative to that motion? He said if they are <br />recommending no changes, then the alternative would be that there are a set of <br />changes or recommendations at some level to be considered. <br /> <br /> <br />
