Sewer systems shall be designed to County's specifications and the <br />County shall reserve the right to inspect the installation of the system <br />and require as-built drawings. <br /> <br />SECTION 4.10 ROADS <br /> <br />Each road shown on a subdivision plat or conveyance plat shall be classified <br />and designated as either public or private. The arrangement, character, <br />extent, width, grade, and location of all roads shall be reviewed in relation to <br />existing and proposed transportation patterns, topographical and other <br />natural features, public convenience and safety, proposed uses of lands to be <br />served by such roads and existing or potential uses in adjoining areas. <br /> <br />Roads that are classified and designated as private are subject to the <br />following conditions. PRIVATE ROADS SHALL BE MAINTAINED BY TI-EE <br />ADJOINING PROPERTY OWNERS AND/OR DEVELOPER AND WILL <br />NOT BE ACCEPTED FOR PUBLIC MAINTENANCE. New private roads <br />shall be permitted only if they meet the following criteria: <br /> <br />No more than five lots may be accessed by a newly created private <br />road. <br /> <br />Private roads must meet NCDOT minimum right-of-way s~ndards. <br />The travelway must be at least 12 feet wide with gravel four inches <br />deep. In addition, the first 25 feet of the road must be 18 feet wide and <br />paved when the private road adjoins a paved road. <br /> <br />Vehicle turnarounds must be provided at the end of all dead end <br />roads. <br /> <br />The subdivider is responsible for obtaining a permit for access to a <br />state maintained road. __ <br /> <br />A right-of-way maintenance agreement must be recorded in the office <br />of the Register of Decds to ensure proper maintenance. <br /> <br />Roads that are classified and designated as public shall be subject to the <br />following conditions. Designation of a road as public shall be conclusively <br />presumed to be an offer of dedication to the public and permit public use. <br />THESE ROADS SHALL BE MAINTAINED BY THE <br />DEVELOPER/OWNER, OR THE LOT PURCHASERS THROUGH A <br /> <br />26 <br /> <br /> <br />
