The standards will need to include full <br />disclosure of how the standard was established and whether it has been approved by the <br />Board of Commissioners, another board (advisory or policy), or any other group. <br />Identified standards that have not been approved by the Board of Commissioners will need <br />to be at least agreed upon by the Board of Commissioners as realistic and practical <br />standards. <br /> <br />It is anticipated that the following agencies will be involved in this first phase: Budget <br />Office, Emergency Management, Emergency Medical Services, Recreation Department, <br />Kannapolis and Cabarrus County Boards of Education, Information Services, <br />Transportation Division, TAC, and WSACC <br /> <br />Any standard that has not been approved by the Board of Commissioners will not be <br />analyzed by the Planning department. <br /> <br />Phase III <br /> <br />Weeks 5 through 8 <br /> <br />The assigned staff member(s) of the Planning Department will then meet and work with <br />the assigned member(s) of the other agencies to review their standards in light of future <br />growth patterns in the county. This review will be based on a review of the probable <br />population and employee levels by each of the various zoning classifications. <br /> <br />Phase IV <br /> <br />Weeks 8 - 12 <br />Draft report of physical impacts/needs will be formulated with each agency involved. <br /> <br />Phase V <br /> <br />Weeks 12-15 <br /> <br />The information of the draft physical impacts will be analyzed to fiscal issues with the <br />direct involvement of the Budget Office. This report will be in the form of a preliminary <br />Capital Improvement Plan and based on the ananlyzed information of Phases I through IV. <br /> <br />Phase VI <br /> <br />Weeks 18-30 <br />As the preceding information will be based on population projections and not <br />geographically balanced, a review of different development scenarios will be presented <br />based on the zoning classifications and three spatial areas.
