Proposed Approach

There are two points we would like to note regarding our proposed approach. The
first is that we are used to working closely with jurisdictional staffs in evaluating
the fiscal impact of plan alternatives. As will be noted in the particular tasks, we
have a series of documents which are reviewed and "signed off" by the client in
order to ensure that there is a mutual understanding of and agreement on the
assumptions.

The second point is that we believe in a "devil's advocate" approach. Having
worked for both the public and private sectors in conducting fiscal evaluations as
well as critiquing them, we believe in using data which is supportable as well as

5

Tischler & Associates.
