Proposed Approach

There are two points we would like to note regarding our proposed approach. As will be noted in the particular tasks, we
have a series of documents which are reviewed and "signed off" by the client in
order to ensure that there is a mutual understanding of and agreement on the
assumptions.

The second point is that we believe in a "devil's advocate" approach. Having
worked for both the public and private sectors in conducting fiscal evaluations as
well as critiquing them, we believe in using data which is supportable as well as

5

Tischler & Associates.
