IV. BUDGET AND TIME <br /> <br />The budget for this work effort is $20,000. <br /> <br />Because of our significant relevant experience, we can complete the scope of work within <br />the time frame noted on the RFP. <br /> <br />V. EVALUATION <br /> <br />We would like to offer a few brief comments on each of the evaluation points noted in <br />the RFP. These are discussed in turn. <br /> <br />A. Technical Approach <br /> <br />As noted in the proposal, it is critical that the case study-marginal cost be utilized <br />for the infrastructure forecasts. This will include the delineation by fiscal analysis <br />zone between the urban service area, the transition area and the rural area. In <br />addition it is also important that the consultant focus on the case study-marginal <br />cost approach by considering available and excess capacity by different subareas <br />of the County and how the different types of development and the level of service <br />will affect the demand for infrastructure additions or new facilities. Finally this <br />analysis should consider different alternatives for debt financing. TA will design <br />its fiscal impact model to reflect these infrastructure characteristics for each of the <br />service areas using this case study marginal cost approach. <br /> <br />B. Relevant Experience <br /> <br />As noted, TA has more fiscal impact experience utilizing the case study marginal <br />cost approach than any other firm in the country. This relevant experience is <br />critical in being able to produce a product which will withstand close public <br />scrutiny and also meet the time frame. With the inclusion of Doug Porter of the <br />Growth Management Institute, we also have significant relevant experience on <br />financing and growth management techniques both in the state of North Carolina <br />and nationally. <br /> <br />C. Qualifications of the Proiect Team <br /> <br />We think it is important to note that the technical analysis, data collection, <br />modeling and evaluation of the fiscal impacts will be conducted in one office, in <br />Bethesda, Maryland. The policy analysis for growth financing techniques and <br />other approaches will be conducted by both TA and Doug Porter. The senior <br />professionals working on this assignment have worked together in the past and the <br />Growth Management Institute office is five minutes from TA's Bethesda, <br />Maryland office.
