JOINT WATER SUPPLY PLAN

For the Water Utilities in Cabarrus County, North Carolina

(Municipalities of Concord, Harrisburg, Kannapolis,
Mount Pleasant, and the Water and Sewer District of
Cabarms County)

Developed by Boyle Engineering Corporation
Suite 601, 8430 University Executive Park Drive
Charlotte, North Carolina 28262
(704) 595-9584

CURRENT CONDITIONS

The Water and Sewer Authority of Cabarrus County (WSACC) was formed in 1992 to provide water and sewer
service to the m~micipaLities of Concord, Harrisburg, Kannapolis, and Mount Pleasant, as well as the Water and
Sewer Di~Uiet of Cabarms County. Each municipality and the County is represented on the Authority's Board of
Commissioners which directs its activities. Currently, all collected wastewater from each of the members is
treated at WSACC's Rocky River Wastewater Treatment Plant (1LRWWTP). WSACC also owns, operates and
malnta~n.~ the major sewer interceptors in Cabarms County., with each individual member responsible for their
collection system. Even though WSACC is a water and sewer authority, it currently provides only sewer service
to its members.

WSACC was requested b': its member water utilities to cpu~e aioint I992 Water Supp),y Plan to be prepared on
their collective behalf, ]ffhis document is the compilatiox~-~dat~ provided by each o~e member water ufih'ties.
Because of the nature of combining data from five separate utilities into one joint water supply plan, some
discrepancies in data may be unavoidable. However, it is believed that this $oint Water Supply Plan is essentially
correct and reflective of the overall plans for water supply in Cabarrus County. Appendix A presents the
combined data for this Joint Water Supply System Report as well as a completed copy of each individual
member's 1992 Water Supply System Report.

Cabarrus County, located in the southem portion of Piedmont North Carolina, is in the Yadkin-Pee Dee River
Basin. The water treatment plants (WTP) of Concord, Kannapotis and Mount Pleasant provided water for a
combined service population of 89,917 in 1992 (See table 1). Within Cabarrus County, industrial use constitutes
49 percent of the system's total water demand. Industry provides much o£the economic base for Cabarrus
County.
