To~

Cabarrus County Board of Commissioners

Steve L. Little, Director
Cabarrus County Parks and Recreation Department

Subject:

Revised Planning Proposal and Estimated Budget for Lake Concord Park Master
Plan

On June 22, 1995, the Cabarrus County Parks and Recreation Commission recommended
for Cabarrus County to prepare a detailed Master Plan for the Lake Concord properties site. A
professional consultant was to provide programming, site evaluation and assessment, preliminary
planning, final planning, budget preparation and phasing services. The consultant was also to
conduct public meetings to gather input from the citizens pertaining to future facilities and park
programs. The professional consultants fee for this task was approximately $35,000.

On July 31, 1995, the Cabarrus County Board of Commissioners recommended for
Cabarrus County staff members to prepare the Parks and Recreation Master Site Plan for the
Lake Concord Properties.

Steve L. Little, Parks and Recreation Director and Jerry Newton, Planning, Zoning, and
Building Inspection Director met several times to discuss elements required in the preparation ora
master site park plan. It was determined that Cabarrus County can jointly prepare the following
items required to complete the Master Plan: data collection (natural elements, soils and slopes,
cultural analysis, site suitability, etc.), site assessment, optional conceptual improvements plans,
written master plan report, public presentation, and public input meetings. Cabarrus County can
utilize resources/manpower from Cabarrus County's: Parks/Recreation, Planning/Zoning/Bldg.
Inspection, G.I.S. and Land Records.

Cabarrus County needs assistance from a professional consultant group to provide two
elements in the master planning process: (1) graphic drawing of the final rendered master plan,
(2) preparing estimates of probable park contribution cost. The estimated fees for these two tasks
is approximately $7,500.00.
