A <br />comprehensive site analysis should be completed to help determine the layout of park facilities. <br />Next, a prog~-~rn analysis should be prepared to define the proposed park facilities to be developed <br />at the park. It is recommended public hearings occur at this point to help confum what is being <br />proposed for the park.
