Canaday ~V~ <br /> <br />September 11, 1995 <br /> <br />Acceptance of Bid for the 40 Channel Digital Recorder <br /> <br /> As you are familiar, the Sheriff's Department opened sealed <br />bids for a 40 channel Digital Recorder on 08/24/95. Six bids <br />were opened and read on this day. The lowest of the six bids was <br />from Tekton, Inc. Tekton proposed a Racal Wordnet, made in <br />England, at a total cost of $30,945.00, but upon close review of <br />the bid there were two inconsistencies with Tekton's bid. The <br />first problem was that Tekton did not include a total cost of <br />tapes in the bid price as requested in the Bid Specifications. <br />This increased the total bid price for Tekton to $32,345.00. The <br />second problem was that Tekton could not provide a list of users <br />for this quoted system as required by the Bid Specifications on <br />page 9, under the header of Evaluation. <br /> <br /> Tekton was contacted and was provided a second opportunity <br />to provide a list of three references, but Tekton stated that the <br />proposed system is new and not in operation anywhere in the <br />United States and for that matter, anywhere in the world. Racal <br />has sold several systems, but none are currently being used. Due <br />to Tekton not meeting the specification on page 9 of the bid <br />package, I feel that their bid should not be considered and the <br />next lowest bid should be accepted. I do not like the idea of <br />buying a system from Tekton that has only been on the open market <br />for less that 8 weeks and has no references to properly evaluate <br />the functionality and dependability of the recorder. <br /> <br /> The next lowest bid would be Communication Systems, Inc <br />(CSI), which is made in the USA.
