CSI also included in their bid a battery backup (UPS) for <br />continual recording, which is above the specifications. CSI bid <br />was $37,335.00 which is only a $4,590.00 increase in the total <br />cost of the system and the bid is still approximately $12,665.00 <br />lower than was proposed in the Sheriff's Department Budget for <br />95/96. There would also be no reoccurring maintenance agreement <br />on this recorder, because CSI has agreed to train our current <br />Radio Service Technicians to provide repairs, if needed. This <br />would save the county approximately $2,000.00 to $3,000.00 a year <br />in maintenance cost. <br /> <br /> For a 911 Center, recording in many cases is crucial and <br />could save the county from major law suits. Communications <br />Centers are also required by the Federal Communication Commission <br />(FCC) to record all radio traffic and maintain a copy of the <br />recording for 60 days. We need to make sure that we have a <br />dependable system that will record 100 percent of the time. I <br />feel that we need to disqualify the lowest bidder (Tekton, Inc.) <br />for not meeting the Bid Specifications of Evaluation, and accept <br />the second lowest bidder (Communications System, Inc.) who has <br />provided all requested information that was required by the bid <br />specifications. <br /> <br /> <br />
