STAFF ANALYSIS - PETITION 95-06 <br /> <br />The petitioner is requesting a zoning change from High Density Residential (HDR) to <br />General Industrial (Gl). This is a straight, or district to district, rezoning and all uses within <br />the GI district must be considered. <br /> <br />BACKGROUND <br /> <br />The parcel is zoned H-DR and is at the eastern edge of a larger kigh density area. The parcel <br />directly adjacent to it, was rezoned to Limited Industrial-Special Use for the purpose of <br />expansion of Phil Cline Trucking, although that expansion has yet to occur. In addition the <br />City of Concord rezoned a parcel approximately 1,000 feet away on the north side of N.C. <br />49 to I-2 to permit a tracking facility. <br /> <br />The parcel is within the area of the Harrisburg Area Land Use Plan which designates it as <br />most appropriate for high density residential. The two zoning changes that were <br />previously mentioned, along with other area development, indicate a change in the area to <br />non-residential use. This is likely due to the available water and serer services, and the <br />access of N.C. 49 and nearby U.S. 601. It would appear that with these changes the <br />recommendations of the plan will also change when it is next revised. <br /> <br />RECOMMENDATION <br /> <br />The staff recommends that this petition be granted. There is an identified community need <br />for non-residential zoning, particularly industrial, and this is a good location based on <br />services, access, and surrounding land use. <br /> <br />Jonathan B.
