AMENDMENT No. 11 TO THE AGREEMENT
BETWEEN
OWNER AND ENGINEER
FOR
PROFESSIONAL SERVICES RELATED TO THE
CABARRUS COUNTY SOLID WASTE PROGRAM

FURTHER DESCRIPTION OF BASIC SERVICES, DUTIES OF OWNER,
METHOD OF PAYMENT, AND RELATED SERVICES

This AMENDMENT to THE AGREEMENT made as of , 19~5 is
hereby included as an addition to and incorporated as part of the AGREEMENT FOR
ENGINEERING SERVICES made on February 4. 1991, between Cabarrus County,
North Carolina (OWNER or COUNTY) AND Camp Dresser & McKee (ENGINEER or
CDM) for study and report professional services.

ADDITIONAL ASSESSMENT MONITORING SAMPLING
FOR UNITS 2 AND 3

The purpose of this Amendment is to collect three additional samples from the compliance
wells around Unit 2 and 3, as required by Rule .1634 (b). The results of the recently
completed assessment monitoring program detected the presence of bis (2-ethylhexal)
phthalate, which is not included in the Appendix I list. Therefore, the County must
collect three additional samples from each well in order to establish new baseline
concentrations for this new constituent.

The Basic Services of ENGINEER as described in Section 1 of said Agreement are
amended and supplemented as follows:

The following tasks to be completed as part of the assessment monitoring program are
outlined below:

TASK i - GROUNDWATER SAMPLE COLLECTION

This task wRl include conducting three sampling events at each of the 9 groundwater
monitoring wells around Units 2 and 3. During the first sampling event, only the triggered
Appendix II constituents have to be analyzed. CDM will submit the samples for laboratory
analysis for semi-volatiles by EPA Method 8270 for bis (2-ethylhexal) phthalate.

Rule .1634(d) requires that all wells be resampled for the full Appendix I constituent list plus
any triggered Appendix II constituents within 90 days of the assessment monitoring sampling.
Therefore the second sampling event will include the full Appendix I list plus the Appendix 1I
constituents noted earlier. This event will also include collection of two surface water samples

n:~abarrusXaraend I 1 .cab
