Planning and Zoning Commission Minutes
October 19, 1995

Page 15

The Chair swore in Mr. Dwayne Barringer.

Mr. Dwayne Barringer, Property Owner, addressed the Board stating
he has nothing against Mr...Wilson, but if they allow these warehouses
to be put in his neighborhood it would scare him.

Mr. Watkins presented a video of the property and surrounding
property to the Board.

The Chair closed the Public Hearing on Petition 95-09.

The Chair stated to the Board they can with the petitioners agreement
put certain conditions on this special use rezoning.

Mr. Drye said he tlfinks Mr. Wilson has a well drawn plan, and he
does not see anything wrong with it. He does
not believe that there is a problem with crime, he thinks that is just to
stop the storage facility. Mr. Moose said it is a residential area and it
should stay that way. He said it is pure and simple spot zoning at
least that is the way he sees it.

Mr. Ritchie said it is a Low Density Residential zoning and there are
businesses that you can put in there. He said he thinks Mr. Wilson
should look and see what goes in that area if he so chooses and start a
business with what is already allowed in that zoning instead of putting
a commercial zoning among all those houses.

The Chair said it is a commercial use, but he is going to live there and
he does have a plan where that commercial use will be buffered from
the surrounding areas so they will not be able to see it. He does not
