George Bell - book entitled North Carolina Real <br />Estate, defines spot zoning as "The zoning of a particular tract of land <br />in a matter that is inconsistent with the zone of the surrounding area". <br />He said either of those descriptions fit exactly the problem we are <br />talking about this evening. He said the other problem, which has <br />already been mentioned, is crime, also traffic, loss of property value <br />for the residential properties in the area, infringement on the property <br />rights of the majority in the area, and we have a patchwork quilt <br />zoning program that makes no rhyme or reason. Mr. Hill asked the <br />Board to honor the citizens wishes and deny this petition. <br /> <br />Mr. Dwayne Baron, Property Owner, addressed the Board asking how <br />many units can Mr. Wilson put on his property. He asked that the <br />Board deny this rezoning request. <br /> <br />The Chair said about 300 units. <br /> <br />Mr. Jack Garmon, Property Owner, addressed the Board stating he is <br />here tonight representing Mr. Hatley, and he hopes the Board will <br />deny this rezoning petition. <br /> <br />Mr. Charles Kneeburg, Property Owner, addressed the Board asking <br />them to leave the zoning as it is. <br /> <br />Mr. Wilson said he would have his lawyer to set up some rules for the <br />storage facility. He said as far as drugs, anything could happen, but <br />he would be there to oversee this facility. <br /> <br />The Chair said the crime thing seems to be a big issue with a lot of the <br />residents around. She asked Mr. Wilson if he would be amenable to <br />setting some restrictions on the hours of operation and making them <br />only during daylight7 <br /> <br />Mr. Wilson said earher he stated that the hours would be from 5:00 or <br />6:00 am until 7:00 or 7:30 in the afternoon, and no one else would be <br />able to get in there, because the gate would be locked. He said if he <br />had that facility them, he would be protecting the neighbors property <br />because he would be there everyday. <br /> <br /> <br />
