Staff recommends with the <br />site plan and any conditions that this board may wish to consider, that <br />this be approved. <br /> <br />Mr. Moose said to Mr. Marshall that this was voted down a year ago, <br />he asked Mr. Marshall what has changed within that year. <br /> <br />Mr. Marshall said the staff did recommend that the petition be <br />approved. He said there have been some changes to the site plan itself <br />by Mr. Wilson. The house location was moved within the wooded <br />area and the separate drives were also included. He has stipulated <br />that the residence will be constructed prior to the storage facility. <br /> <br />The Chair opened the Public Hearing on Petition 95-09. <br /> <br />Mr. Samuel Wilson, Petitioner, addressed the Board stating if this is <br />passed, he plans on keeping this looking residential as possible. Under <br />this type of zoning he understands that he can only do what he asked <br />and that is all. Mr. Wilson said he works with McGee Brothers and <br />he wants to have his own business at his own home. <br /> <br />The Chair asked Mr. Wilson how many units does he plan on having. <br />She also asked if he plans on having lights for that area. <br /> <br />Mr. Wilson said somewhere around 50 to 60 units in each row. He <br />said he does not plan on having anything but night lights. <br /> <br />Mr. Dewey Watldns, Property Owner, addressed the Board stating the <br />main objection to this is not against Mr. Wilson, it not against the <br />storage area, it is what these storage facilities carry with them. He said <br />his number one concern is the crimes that follow these storage areas. <br />He would like to keep their area residential. <br /> <br />Mr. Cad Hill, Property Owner, addressed the Board stating zoning <br />this particular piece of property is considered as spot zoning. North <br />Carolina Real Estate for Brokers and Salesman by Webster, Henry <br />and Outlaw, three real estate attorney's and professors, defines spot <br />zoning as "The illegal singling out of a parcel of land for either special <br />or more restrictive treatment inconsistent with the zone in which the <br /> <br /> <br />
