Box 707 <br />Concord, NC 28026-0707 <br /> <br />Dear Mr. Barnhart, <br /> <br /> You may recall that Cabarrus County and the City of Concord <br />have maintained a library services agreement since the <br />establishment of the Charles A. Cannon Memorial Library - <br />Kannapolis Branch in 1985. The current agreement expires on <br />December 31, 1995. <br /> <br /> This agreement allows the two public libraries that serve <br />the citizens of Cabarrus County to operate essentially as a <br />single system. As a consequence of the agreement, there is <br />little duplication of services and our operations have remained <br />relatively cost effective. In 1993-94, for example, our system <br />operating costs were $11.82 per capita while the state average <br />for single county library systems was $14.39 per capita. <br />Additionally, our operating costs remain significantly lower than <br />those of neighboring single county public library systems. <br /> <br /> Enclosed are drafts of a new library services agreement. It <br />is basically unchanged from the current agreement. The agreement <br />has been reviewed and approved by both Gordon Belo, attorney of <br />the City of Concord, and Fletcher Hartsell, attorney for Cabarrus <br />County. It has also been reviewed and approved by the Cabarrus <br />County Library Board of Trustees. The Concord Board of Aldermen <br />unanimously approved the agreement at their regular meeting in <br />November. <br /> <br /> I request that you and the Board of County Commissioners <br />consider renewal of this agreement at your next regular meeting. <br />Should you or other commissioners have any question about the <br />contract, please contact me. <br /> <br />In service, <br /> <br />Thomas W.
