CHARLES A. CANNON MEMORIAL LIBRARY
~.? UNION STRE~ET, NORTH
CONCORD, NORTH CAROLINA 28025

November 28, 1995

Mr. Jeff Barnhart
Acting County Manager and chairman
Cabarrus County Board of Commissioners
P.O. Box 707
Concord, NC 28026-0707

Dear Mr. Barnhart,

You may recall that Cabarrus County and the City of Concord
have maintained a library services agreement since the
establishment of the Charles A. Cannon Memorial Library -
Kannapolis Branch in 1985. The current agreement expires on
December 31, 1995.

This agreement allows the two public libraries that serve
the citizens of Cabarrus County to operate essentially as a
single system. As a consequence of the agreement, there is
little duplication of services and our operations have remained
relatively cost effective. In 1993-94, for example, our system
operating costs were $11.82 per capita while the state average
for single county library systems was $14.39 per capita.
Additionally, our operating costs remain significantly lower than
those of neighboring single county public library systems.

Enclosed are drafts of a new library services agreement. It
is basically unchanged from the current agreement. The agreement
has been reviewed and approved by both Gordon Belo, attorney of
the City of Concord, and Fletcher Hartsell, attorney for Cabarrus
County. It has also been reviewed and approved by the Cabarrus
County Library Board of Trustees. The Concord Board of Aldermen
unanimously approved the agreement at their regular meeting in
November.

I request that you and the Board of County Commissioners
consider renewal of this agreement at your next regular meeting.
Should you or other commissioners have any question about the
contract, please contact me.

In service,

Thomas W. Dillard, Jr.
Library Director
