ANALYSIS AND RECOMMENDATION <br /> <br />Ail sites are suitable for the offices of the Parks & Recreation <br />Department. All are located in the downtown area, the location that <br />would be most convenient for the public and with the lowest travel <br />expense for the staff, with no work time lost to unnecessary <br />travel. All are superior to the proposed site at Frank Liske Park, <br />considering both public service and the operating budget. <br /> <br />The most basic choice is between rental property and county-owned <br />property. <br /> <br />Rental options: <br /> <br />If rental is the chosen course, The Old Courthouse Theatre site is <br />the least expensive. Using a ballpark estimate of $1.50/sq.ft. for <br />office building utilities, the comparable rent is $5.?0/sq. ft. <br />Others are in the $7-8 range. It is the only site with utilities <br />included. <br /> <br />The building is old but usable. The space has been painted by the <br />previous tenant, a county agency. The air conditioning is window <br />units, but the landlord will maintain them and pay the electric <br />bill. <br /> <br />There is also space for another small county agency, which could <br />help Social Services even more. The other sites would be sufficient <br />only for Parks & Rec. <br /> <br />The Citizens Savings annex is by far the nicest space, a modern <br />exterior and interior and prestigious location, but also the most <br />expensive. The county would have to pay for half the maintenance, <br />which would look a bit ridiculous for the department that oversees <br />the county's own grounds maintenance. <br /> <br />In addition, the bank has a "pending contract" with a buyer, who <br />would probably want to occupy the building. According to the bank, <br />a decision is expected in the next week or two. <br /> <br />The Crescent building is available for rental or purchase. In the <br />case of rental, it is similar in size and cost to the citizens <br />Savings annex, but the bank building is far nicer. Some upfitting <br />would be necessary, and this would be at the county's expense. <br /> <br />Thus, if rental is the choice, the Citizens Savings building would <br />be first choice. <br /> <br />Uti <br /> <br /> <br />
