ANALYSIS, page 2 <br /> <br />Purc.hase options: <br /> <br />If county-owned property is preferred, the options studied are the <br />Crescent building and new construction on the Clara Harris School <br />property. <br /> <br />The Crescent building has several disadvantages. Over 30 percent <br />of the building is storage, and unless there is a demand for <br />storage space from other agencies, the county would pay for space <br />not suitable for offices. <br /> <br />The layout is awkward, but adequate for Parks & Recreation. <br />However, an additional agency could not be accommodated without <br />extensive renovation. <br /> <br />If it makes sense from an overall county perspective to purchase <br />the property adjacent to the Governmental Center, then the Crescent <br />building should be seriously considered. <br /> <br />of these two, the Clara Harris site is the most economical. The <br />General Service estimate of $80,000 for materials (with county <br />labor) may be low, but even if this is 10% or 20% low, it would <br />still be less expensive than the offering price of $150,000 for the <br />Crescent property, plus some necessary upfitting. <br /> <br />Recommendation: <br /> <br />County-owned property would be the best choice from a financial <br />perspective, since within 2-5 years (depending on the site), rental <br />costs would cover the purchase price. <br /> <br />Of the two county property options, the proposed new building on <br />Clara Harris site would provide the best office space for a county <br />administrative office, without upfitting costs, at the least <br />expense to the county. <br /> <br /> <br />
