We recommend that you reference FAA Advisory Circular 150/5300- <br />13, "Airport Design," to establish an acceptable level of safety. <br /> <br />Federal Aviation Regulations, Part 77 and Advisory Circular <br />150/5300-13, define certain imaginary surfaces around runways <br />which should be maintained clear of obstructions. Of prime <br />importance, the runway approaches should have a 20:1 approach <br />surface that is clear of all obstructions. The ends of the <br />runway should be a minimum of 500 feet from nearby roads, so that <br />a minimum clearance of 15 feet may be obtained between the <br />roadway surface and the 20:1 approach surface to the runway. In <br />addition, the centerline of the runway should be located at least <br />250 feet from nearby roads, so that a minimum clearance of 15 <br />feet may be obtained between the road surface and a 7:1 <br />transitional surface for the runway. If the roadway elevation is <br />higher than the runway elevation, these minimum distances should <br />be increased to provide the 15-foot vertical clearance above the <br />roadway surface. <br /> <br />If there are obstructions that penetrate a clear 20:1 approach <br />slope surface that cannot be removed/lowered, we recommend that <br />the runway threshold be displaced, and appropriately marked, so <br />as to provide clear 20:1 approaches to each runway threshold. <br /> <br />A general ordinance of the State of North Carolina provides that <br />certain airport obstructions or alterations require a written <br />permit prior to construction.
