Crime Scene/Crime Prevention Division has to make
identification badges for all county employees, and also make photo
lineups for criminal investigation. In order to prepare a photo
lineup it will take several hours currently. The officer has to
hand search the mug shot files one photograph at a time. There are
over nine thousand photographs in these files. The photos have to
be very close to the suspect's appearance. The average time
consumed in just locating six photographs of persons with similar
height, weight, and physical characteristics is approximately one
hour. Once the photographs are located, they all must be on the
same format and color. If not, they must be re-photographed and
reformatted. State law requires that there be at least six
individuals on a photo lineup. After all the mug shots are copied,
they are almost always cut out by hand and mounted on an index
card.

The Crime Scene Officer also has to tabulate statistical data
for the Sheriff's Dept. to be sent to the State Bureau of
Investigation, which is required by state law to be conducted every
month. It takes a deputy approximately eight hours every month to
tabulate this information and send it to the SBI. The officer has
to review and correct every written report made for that month. If
there is an error on the data the officer will have to locate the
investigative report, and then make the additional corrections.
This may take up to one hour to correct the error and send the
information back to the SBI.

The Records Division maintains most of the written records for
the Sheriff's Department. This office is normally closed after
5:00pm every day and is closed on weekends, limiting the amount of
information that comes out of that office during non-business
hours. This division currently hand types every report that is
received, but the State has decided to go to a new report format
that will make it difficult to be typed due to its configuration.

Since the opening of the new wing, the Jail has experienced
large numbers of inmates being processed in it's jail facility. It
has become more difficult for the jailers to track inmates, check
cells every 30 minutes, feed prisoners, maintain security and
adequate records for reimbursements of fees from the State and
Federal Government to the county.
