Proposed Solution <br /> <br /> The solution to these problems lies in the attempt to obtain <br />a modern CAD and record system. With the new system the <br />Communications Division will be able to electronically interface to <br />the 911 system for immediate transferring of 911 data to the CAD <br />system, therefore speeding up the process by which to dispatch the <br />needed emergency services. The 911 interface will also have an <br />integrated mapping system to provide nearly instantaneous graphic <br />display of the locations and surrounding areas. <br /> <br /> When calls are received, telecommunications officers are <br />alerted to medical conditions and hazardous materials in existence <br />at the caller's locations. This information is stored in Medical, <br />Hazards, and Chemical databases. It will also alert the operator <br />of pre-fire plans or floor plans associated with that address. <br /> <br /> The new CAD system will alert the operator of previous <br />information and check the data base for any other information, such <br />as, active warrants, civil process, gun permits, or any other <br />reports on file. <br /> <br /> The telecommunications officer is able to enter a note in a <br />narrative text and this becomes a permanent part of the unit's log <br />record. This record could be re-displayed when the operator enters <br />that address into the CAD system. Operators can also select, sort <br />and search on any data in the CAD system. The current CAD system <br />cannot be programmed. <br /> <br /> The newCAD systemwill utilize a Fire Dept. RUN CARD System. <br />This will allow the Sheriff's Department to tailor a multi- <br />jurisdictional dispatch to each of the 14 fire departments who need <br />to obtain a better ISO rating, thereby every home and business <br />owner in the county will have a reduction in cost for a fire <br />insurance policy. Also points in the county, that are considered <br />water sources would be automatically indicated when the fire <br />department is notified of a fire call, and this information <br />concerning the location of the fire plans, water points, and <br />hazards would be automatically faxed to that department if they <br />have the capabilities to accept the message. <br /> <br /> The EMS would also have a RLrNCARD System like the Fire Dept., <br />and it would also allow the computerization of the move-ups or <br />standbys. This would give the telecommunicator a faster method by <br />which to manage the dispatch for the closest available EMS unit. <br />The Cabarrus County Rescue would be able to setup several rescue <br />zone responses to better utilize the equipment and personnel. <br /> <br /> The record system is case-oriented, allowing immediate, varied <br />types of access to interrelate records.
