iCASARf~I]S CO~]N~
~IOR]~ CAROLINA

January 25, 1994

To: Board of Commissioners
From: Blair Bennett

Subject:

Audit of Utilities

At your request I have interviewed 3 different companies that provide utility auditS. Through
conversations with them, we have learned that electrical accounts serviced by the City of
Concord would not be advantageous to audit since there are not several electrical rate options
available. If we were serviced by Duke Power there would be as many as 21 different rate
structures available. This would make the audit of these particular accounts more feasible.

Telephone and gas utilities are still candidates for the audit. All companies interviewed work
normally on a contingency fee bases amounting to 50% of the refunds and/or credits
discovered. While they have indicated a willingness to perform this for a fixed cost, I consider
the fees prohibitive. Also, there is only one vendor that has expertise in telephone audits that I
feel comfortable recommending. I am recommending that the County employ Utilities
Reduction Specialists to perform this audit. The attached letter shows the saving attained by
surrounding counties and the ongoing awarded contracts to this company. There is almost
certainly some saving that will be realized by the County. I have also attached a copy of their
contract for approval, if so recommended by the Board.

Enclosures
