UTILITIES REDUCTION SPECIALISTS
Auditin$ Services for
Telephone, Electric, & Gas

P. O. Box 1810
Clemmons, NC 27012

(910) 766-7109
FAX (910) 766-7109

January 20, 1994

Mr. Blair Bennett, Finance Director
Cabarrus County Government
P.O. Box 707
Concord, NC 28025

Dear Mr. Bennett,

You had asked that I get back with you after the first of the year regarding a utility audit
of the county. Since our last conversation we have contracted ~vith 3 other counties in
addition to Catawba County which I had referenced to you at one point. Of these four
Catawba is the only one which we have completed. They will save $36,457.67 during their
first year of our agreement in addition to getting a credit back from their local phone
companies amounting to $13,774.17 for a total first year savings of $50,231.84. We are
about 75% complete on the audit at Lincoln County and have identified savings of
approximately $14,000 with several other areas yet to be quantified. Gaston County is our
largest county audit to date consisting of over 300 lines and 4 local T-l's. We are just now
getting started here, but have identified several thousand dollars in savings already with lots
of opportunity for future savings with new program implementations. Moore County is
about 50% complete, and savings here are akeady in the $4,000 to $6,000 range.

We are currently talking with 6 other county governments which we hope to have as clients
very soon. County governments are good potential clients for our services in that they have
a variety of services in place, several local phone companies and carriers, and multiple sites,
all of which add to the complexity of conducting this type of audit utilizing your own staff.
At this point we feel very confident in our methodology to expedite the audit process and
look forw. ard .to work,_'n.g wi'th you to help Cabarrus .County save money in this area..

Enclosed is an updated list of reference accounts and an article on auditing phone bills
which your County Commissioners may find interesting.

Sincerely,

Steve Mann
President
UTILITIES REDUCTION SPECIALISTS
