FOREWORD <br /> <br />The Cabarrus County Emergency Operations Plan was developed to <br />address multiple hazards which could threaten Cabarrus County. <br />Through use of a standardized format, the plan encourages an <br />Integrated Emergency Management System (IEMS) approach to <br />disasters; and fosters prompt, efficient and coordinated response <br />operations by elements of the emergency organization. IEMS <br />requires a system-wide integration of skills, people and resources. <br />IEMS recognizes that plans developed for one type of emergency are <br />extremely useful for other emergency situations and a significant <br />amount of emergency operational capability can be established by <br />addressing broadly applicable functions. <br /> <br />This basic plan serves as a summary document for thirteen (13) <br />functional annexes. The annexes define who will do what and when <br />in an emergency situation. Defining the roles of each response <br />agency reduces the confusion, chaos and conflict during an <br />emergency; and significantly decreases vulnerability of the public <br />and property to hazard threats. <br /> <br />This plan meets the requirements of FEMA planning guidance, CPG 1-8 <br />and CPG 1-8A, and the legal responsibilities identified in North <br />Carolina General Statutes, Chapter 166-A. It provides all the <br />necessary elements to insure that local government can fulfill its <br />legal responsibilities for emergency preparedness. <br /> <br />Preface Page 2 July, 1993 <br /> <br /> <br />
