CABARRUS COUNTY EMERGENCY OPEP. ATIONS PLAN <br /> BASIC PLAN <br /> <br />PuaPOSE <br /> <br />This plan predetermines actions to be taken by the <br />government agencies and private organizations of Cabarrus <br />County to reduce the vulnerabilities of people and property <br />to disaster and establish capabilities to respond <br />effectively to the actual occurrence of a disaster. <br /> <br />II. SITUATION AND ASSUMPTIONS <br /> <br />A. Situation <br /> <br />General description of area. Cabarrus County is <br />located in North Carolina Emergency Management <br />Area "E" and FEMA Region IV. It's geographic <br />location is the Piedmont section of the State. It <br />is bound on the East by Stanly and Union Counties, <br />on the South and West by Mecklenburg County, on <br />the North by Rowan and Iredell Counties. <br />(Reference APPENDIX 3, COUNTY MAP). The current <br />population of the County and municipalities within <br />the County is 100,000. The anticipated peak <br />population is 225,000. <br /> <br />The major traffic arteries are: Interstate 85, <br />U.S. Highways 29 and 601, N.C. Highways 49 and 73. <br /> <br />Railroads: Norfolk Southern Railroad runs north <br />to south through the county. <br /> <br />The County contains approximately five (5) private <br />air strips located though the county. <br /> <br />The County is exposed to many hazards, all of <br />which have the potential to disrupt the community, <br />cause damage, and create casualties. Potential <br />hazards (natural, technological and national <br />security) for Cabarrus County are: <br />Hazardous Materials Incidents; Tornadoes; Floods; <br />Urban Fires; Agricultural Drought; Severe Winter <br />Storms; Nuclear Attack; Rail Transportation <br />Accidents; Power Failure; Urban Drought; Fixed <br />Nuclear Facility Incident; Air Transportation <br />Accidents; Highway Transportation Accidents; and <br />Civil Disorder. <br /> <br />BP.1 July, 1993 <br /> <br /> <br />
