B. Assumptions <br /> <br />It is necessary for the County to plan for and to <br />carry out disaster response and short-term <br />recovery operations utilizing local resources, <br />however, it is likely that outside assistance <br />would be avail- able in most major disaster <br />situations affecting the County. <br /> <br />Officials of the County are aware of the possible <br />occurrence of an emergency or major disaster and <br />their responsibilities in the execution of this <br />plan and will fill these responsibilities as <br />needed. <br /> <br />Implementation of this plan will reduce or prevent <br />the loss of lives and damage to property. <br /> <br />III. CONCEPT OF OPERATION <br /> <br />A. General <br /> <br />As required by General Statutes 166A-2, it is the <br />responsibility of County government to protect <br />life and property from the effects of hazardous <br />events. <br /> <br />e <br /> <br />The County Emergency Operating Center (EOC) will <br />be staffed and operated as the situation dictates. <br /> <br />The chairman or Mayor of the jurisdiction will <br />direct evacuation and shelter activation as <br />necessary. <br /> <br />The primary Emergency Broadcast System (EBS) <br />Station is WBT-FM radio located in Charlotte. The <br />chairman of the County Commissioners, or his <br />representative, will be in contact with WBT-FM <br />during times of emergency. <br /> <br />As the emergency situation develops, the chairman <br />or Mayor (as defined in GS 14-288.1) of the <br />jurisdiction may declare a State of Emergency to <br />exist within the jurisdiction (or a part thereof) <br />and begin implementing emergency procedures. <br />(Reference ATTACHMENT i TO APPENDIX 5, <br />PROCLAMATION OF A COUNTY STATE OF EMERGENCY). <br /> <br />BP.2 July, 1993 <br /> <br /> <br />
