DIRECTION ~.ND CONTROL <br /> <br />Direction and Control provides for an efficient <br />response to an emergency by coordinating all response <br />and recovery activities through one central location. <br />The Emergency Operating Center (EOC) is the base of <br />operation for all emergency management activities for <br />the County. Members of the Emergency Management <br />organization will be familiar with plans and procedures <br />to cope with an emergency. The overall direction and <br />control of emergency activities in a crisis situation <br />is vested with the Chairman, County Commissioners. <br /> <br />Upon declaration of an emergency or an attack warning <br />the chairman of County Commissioners, County Manager, <br />and EMC will operate from the EOC. <br /> <br />Initially, emergency operations will be conducted <br />locally with little or no outside assistance or <br />coordination. <br /> <br />On-site direction and control will be established by <br />the senior officers of the emergency service having <br />primary responsibility for the situation. <br /> <br />VI. CONTINUITY OF GOVERNMENT <br /> <br />A. General <br /> <br />The possibility that emergency and disaster occurrences <br />could result in disruption of government functions <br />necessitates that all levels of local government and <br />their departments develop and maintain procedures to <br />ensure continuity of government. These procedures will <br />name who will be the decision-makers if an elected <br />official or department head is not available. <br /> <br />B. Line of Succession <br /> <br />The line of succession of the County Board of <br />Commissioners proceeds from the chairman to the <br />vice chairman, then to the remaining members of <br />the board alphabetically by last name. <br /> <br />Lines of succession for the Emergency Management <br />Coordinator and department/agency heads with <br />emergency responsibilities are shown in the <br />appropriate annexes. <br /> <br />BP.ii July, 1993 <br /> <br /> <br />
