Witherspoon <br />County Manager <br />County of Cabarrus <br />Post Office Box 707 <br />Concord, North Carolina 28025 <br /> <br />Dear Mr. Witherspoon: <br /> <br />Re: FTA Section 18 Program Standing Agreement <br /> <br /> In an effort to streamline the contracting process for funds awarded <br />under the Federal Transit Administration (FTA) Section 18 program which are <br />administered by the Public Transportation and Rail Division, the division is <br />issuing a one-time standing agreement. You will notice that the usual <br />references to project number and work order number have been removed from <br />the top right corner of the standing agreement. This is because this <br />document is to be valid for an extended period of time, beyond the life of <br />any one project or work 6rder. Although you will still go through the <br />application process each year, you will no longer receive contracts on an <br />annual basis. The division will forward an approved project budget and <br />invoicing forms following FTA approval of the grant. <br /> <br /> This document is the major component for establishing the Section 18 <br />recipient as a sub-recipient, and thereby establishing the channels through <br />which the related federal and state funds and responsibilities would flow to <br />them and any subcontractors. The agreement has been reviewed by the <br />department and found to be in accordance with the department's fiscal <br />procedures, North Carolina Administrative Code and Office of Management and <br />Budget Circulars A-87, A-102, and A-128. <br /> <br /> We have enclosed three (3) originals of the standing agreement to be <br />executed between the County of Cabarrus and the North Carolina Department <br />of Transportation. The chairman is authorized to enter into the agreement <br />on behalf of the county and should sign each copy of the agreement where <br />indicated, have the signature attested, and have the county's seal affixed <br />on the page. DO NOT DATE THE AGREEMENTS; this will be done when they are <br />executed in final form by the department. Attached to each agreement is a <br />copy of the General Purpose Authorizing Resolution.
