6. Change plant water service from 6-inch DIP to 6-inch AWWA C900 PVC. 7. Delete laboratory casework (cabinets, countertops, etc.). 8. Delete automatic sludge wasting system and automatic valves. Change standby generator from 150 kW totally enclosed unit to 100 kW weatherproof unit with integral fuel tank. The above changes bring the total construction price for the interceptors and WWTP to $1,870,735.50. This is above the original construction budget, but within the funds available based on the approved FY94-95 County budget. Based on our bid canvass, we make the following recommendations to the County: Waive the minor irregularity in Concord Builders, Inc.'s bid regarding failure to specify the modular treatment manufacturer. 2. Accept all bids as adjusted. Award Contract L - Line Work to R. F. Shinn Contractor, Inc. for $794,935.50, contingent upon 1) receipt by Cabarrus County of an NPDES permit for the project, 2) execution of Change Order No. 1 concurrently with the Contract execution reducing the Contract Amount to $780,735.50, and 3) closing of project financing. Award Contract S - Single Prime to Concord Builders, Inc. for $1,235,000, contingent upon 1) receipt by Cabarrus County of an NPDES permit for the project, 2) execution of Change Order No. 1 concurrently with the Contract execution reducing the Contract Amount to $1,090,000, and 3) closing of project financing. Implementation of these recommendations should allow the project to proceed with expected final notice of contract award by about September 12, 1994, the expected date when the NPDES permit will be in hand.
