The Contract S low bid of Concord Builders, Inc. of $1,235,000 is approximately 40% <br />higher than the final engineering estimate of $870,000. The lack of competition and <br />opening of only the single prime bids may explain some of the cost difference. <br />However, alt three single prime bids were relatively close to one another. <br /> <br />The Contract L low bid of R. F. Shinn Contractor, Inc. of $794,935.50 is approximately <br />13% lower than the final engineering estimate of $917,000. The low bid reflects the <br />greater competition for the Contract L line work. <br /> <br />VII. RECOMMENDATIONS: <br /> <br />The original total construction budget for the entire project was $1,787,000. The <br />combined low bids of Concord Builders, Inc. and R. F. Shinn Contractor, Inc. are <br />$2,029,935.50, or approximately $243,000 over the original construction budget. <br /> <br />NC GS 143-129 provides for negotiations with the low apparent bidder(s) where the low <br />bids exceed the funds available. Such negotiation must be based on making reasonable <br />changes in the plans and specifications as may be necessary to bring the contract price <br />within the funds available. <br /> <br />Immediately following the Bid Opening, negotiations with Concord Builders, Inc. and <br />R. F. Shinn Contractor, Inc. were begun. The results of these negotiations are <br />summarized below. <br /> <br />R. F. Shinn Contractor, Inc.~ contract can be reduced by $14,200 to $780,735.50 by <br />changing 12 of the 14 5-foot diameter manholes to 4-foot diameter manholes. This is <br />accomplished without jeopardy to the project or design intent. <br /> <br />The Contract S, Single Prime bid of Concord Builders, Inc. can be reduced by $145,000 <br />to $1,090,000 by modifications to the scope of the project. These changes, which do not <br />seriously compromise the function of the wastewater treatment plant, include the <br />following: <br /> <br />Eliminate all concrete stairs and most concrete walkways. Replace <br />stairs and sidewalks with asphalt paving. <br /> <br />Begin access road improvements at Station 9+85, reducing the <br />length of road improvements by 985 LF. <br /> <br />Eliminate on-site asphalt paving and reduce depth of stone in <br />access drive from 8 inches to 6 inches. <br /> <br />Reconfigure plant water service to allow elimination of one <br />backflow preventer. <br /> <br />Allow all site drainage lines to be SDR 35 PVC or Schedule 40 <br />PVC in lieu of ductile iron. <br /> <br />3 <br /> <br /> <br />
