Section 8 <br /> Evaluation and Recommendations <br /> <br />To properly evaluate the feasibility of MSW composting in Cabarrus County, it <br />is necessary to develop criteria upon which the evaluation must be based. The <br />evaluation must be an objective assessment, emphasizing factors which are <br />important to the County and the technical and financial success of the project. <br />The evaluation must consider such aspects of the project including sizing <br />requirements, system reliability, potential markets for products, economics, <br />and siting issues. <br /> <br />8.1 Evaluation Criteria <br />The following criteria are recommended to evaluate the feasibQity of <br />constructing and operating a MSW composting ~acLIity in Cabarrus County: <br /> <br /> · Demonstrated or proven technology <br /> <br /> · On-line mechanical reliability <br /> <br /> · S~zing requirements <br /> <br /> · Environmental Impacts <br /> <br /> · End product marketability <br /> <br /> · Compat~ility with materials recovery programs <br /> <br /> · Economics (capital costs, revenues, operating and revenue costs) <br /> <br /> · Qualified contractors <br /> <br /> · Landfill requirements or impacts <br /> <br /> · Regulatory requirements <br /> <br /> · Siting issues <br /> <br />8.2 Evaluation Assumptions <br />Existing and projected solid waste quantities for Cabarrus County are <br />presented in Section 4. It is estimated that a 150 tpd facility will be needed to <br />manage the processible waste. It is estimated that a landfill will still be <br />needed for disposal of approximately 50 tpd of unprocessible waste and an <br />additional 45 to 50 tpd of process residuals for a total of about 100 tpd. <br /> <br />CDM Camp Dresser & McKee <br /> <br />8-1 <br /> <br /> <br />
