Section 1 <br />Introduction <br /> <br />As with many communities across North Carolina, Cabarrus County is in the <br />process of developing a long-term approach to comprehensively managing <br />their municipal solid waste (MSW). Currently, Cabarrus County manages its <br />MSW through recycling, yard waste composting, and landfilling. This study <br />evaluates the technical and financial feasibility of Cabarrus County adding <br />another alternative solid waste management approach, MSW composting, to its <br />current management system. <br /> <br />In general, MSW composting is a method of MSW management that takes the <br />organic portions of the waste stream and, under controlled conditions, speeds <br />or accelerates their biological decomposition to a state sufficiently stable for <br />storage or application to land. Numerous MSW composting facilities have <br />been constructed and are operating throughout the U.S. and abroad. These <br />facilities use a variety of technolo~es to speed the decomposition of the waste. <br />These facilities have meet with differing levels of success. <br /> <br />This study was prepared by Camp Dresser & McKee for Cabarrus County. <br />The concepts addressed are based on the Scope of Work agreed to on July 18, <br />1994. Each concept is presented and evaluated in a separate section of this <br />s~udy. The evaluation of MSW composting and the recommendations <br />presented are based on the feasibility of adding a MSW compost processing <br />facility to the o'~erall solid waste management system in Cabarrus County. <br />The study includes: <br /> <br />· Section 2 - Technology identification and analysis <br /> <br />· Section 3 - Applicable regulatory requirements <br /> <br />· Section 4 - Facility sizing analysis <br /> <br />· Section 5 - Composting market analysis <br /> <br />· Section 6 - Financing and ownership analysis <br /> <br />· Section 7 - System cost analysis <br /> <br />Section 8 - Evaluation and recommendations based on the study findings. <br /> <br />A Bibliography of the reference material consulted is included at the end of the <br />study. Several recent articles discussing N1SW composting facilities and issues <br />are attached as Appendix A.
