Section 8 <br />Evaluation and Recommendations <br /> <br />8.3.5 End product marketability <br />Any technology designed to produce a marketable end product must be <br />capable of producing the product required by the available end market. <br /> <br />No stable market for the quantities of compost that would be generated. <br /> <br />8.3.6 Compatibility with materials recovery programs <br />Any technology designed to recover materials should recover them in a form <br />that meets available market specLfication. The processing technology must <br />complement recycling programs and not compete with them. <br /> <br />MSW Composting is very compatible v, dth a materials recovery program. <br /> <br />8.3.7 Economics (capital costs, revenues, operating and revenue <br /> costs) <br />The technology must be economical. Costs and revenues must be consistent <br />and predictable. This will assist in the procurement of project financing. <br /> <br />Based on the conclusions in Section 7, it is less expensive to mana§e the <br />majority of the Cabarrus County waste stream through landfilling and <br />recycling.,. <br /> <br />8.3.8 Qualified contractors <br />The technology must be available from several contractors who demonstrate <br />the qualificatioh and experience required to design, construct, and if required, <br />operate the system. The contractor must have the financial backing required to <br />guarantee the system and its operation as well as satisfy any requirements <br />imposed as part of project financing to minimize risk to the participants. <br /> <br />Qualified contractors are available at the size facility needed. <br /> <br />8.3.9 Landfill requirements or impacts <br />All solid waste processing technologies require landfill space to dispose of <br />residue or waste that cannot be processed. The quality and amount of the <br />residue will affect the landfill size requirements. <br /> <br />Cabarrus County would be able to reduce the size landfill needed or the tpd of <br />waste landfilled if lvlSW composting is used. This reduction in size to a 100 <br />tpd faculty would result in a loss in the "economy of scale" benefit provided by <br />a 200 tpd facility.
