Section-
Evaluation and Recornmendatio~

8.3.10 Regu/atory requirements
The technology must be capable of meeting aU regulatory and pe,mit
requirements. It must be able to ensure the protection of public health and ~_
environment.

A facility could be constructed to meet these criteria.

8.3.11 Siting issues
Specific siting issues must be identified and evaluated. These issues are
closely related to environmental impacts and regulatory requirements.

If a facility were to be sited in the area it would need to be geographically
away from any population base. This would then mean that the majority of
the waste would need to be hauled significant distances from population
centers, i.e. its point of generation.

8.4 Recommendations
Based on the information compiled for the study, and the above evaluatior~
factors, CDM does not recommend that Cabarrus County consider the
development of a MSW processing facility to manage the majority of their
MSW waste stream. --

CDM Camp Dresser & McKee
