BACKGROUND

The Cabarrus County Task Force on Homelessness undertook a survey designed
to collect data on individuals and families experiencing problems with
homelessness during the months of January, February and March of 1992. The
survey form included as Attachment I was utilized by staff at the following
community agencies: Winter Night Shelter, CCM, Salvation Army, CVAN, Department
of Social Services, Mental Health, Health Department, Housing Authority, and
Travelers Aid. Staff of these agencies were instructed to complete and submit a
form when, while interviewing someone requesting assistance, the interviewer
determined that the person being interviewed was without housing of his own or
at immediate risk of losing his housing. ("Immediate risk" wag generally
defined as being in the eviction process.) The survey collected data on
characteristics of individuals and households experiencing problems with
homelessness and on needs for and availability of services to address this
problem. Social Security numbers were used to identify duplications. Tables
of all data are included as Attachment II.

SIGNIFICANT DATA FROM THE SURVEY

An initial review of data from the completed survey suggested that it would
be useful to separate data from forms completed at the Winter Night Shelter from
data collected by all other community agencies.

NUMBER OF RESPONSES (pp 1 - 4):

A total of 274 survey forms were completed. Of these, 253 were unique. 500
people were represented by these responses. The distribution of responses by
month were: January, 107; February, 82; March, 85. The Winter Night Shelter

submitted 139 responses. Ail other agencies submitted 135 responses. The
distribution of responses from all other agencies was as follows: CCM, 22;
Salvation Army, 28; CVAN, 15; Social Services, 39; Health Department, 0; Mental

Health, 8; Housing Authority, 2; and, Travelers Aid, 21.
