-5-

12 (or 20%) and emergency shelter where there was no resource available for 7 (or
11%). Only 4 (or 7%) reported local transportation as a problem and 4 (again 7%)
reported affordable housing as an unmet need.

The most significant area in which resources were not available in relation to --
needs of the all other agencies group in the earl/er survey were as follows:
affordable housing, 28 of 53 in need (53%); employment and better paying
employment, 19 of 49 in need (39%); emergency shelter, 14 of 40 in need (35%); help
finding affordable housing, 14 of 37 in need (38%); and, local transportation, 21 of

24 in need (88%). --

SOME CONCLUSIONS

1. The survey reflected significant numbers of persons in the community
experiencing problems with homelessness during this period when the shelter --
was not in operation. The 61 responses represented a total of 139 persons.
Of these, 52 were children.

2. The ages of children involved (82% five years old or younger), the income of
households (over 93% below the poverty level) and the current living situation
reported by 16 households, one fourth of those responding, (living in the
streets, living in vehicles, living in abandoned buildings ) reflect the
severity of the problems being experienced by some households.

3. The people reflected in the current survey have essentially the same numbers,
characteristics, and service needs as the group represented in the "all other
agencies' responses from the earlier survey period. For example, substantial
numbers of families with children are represented. The number of respondents
(61) is about one-half the number from the earlier survey period. (Here the
period was one-half as long and the Shelter was closed.)

4. One clear difference in the two survey periods is that in the latter period,
gaps in resources were emergency financial assistance and emergency shelter.
