THE COMMITTEE'S CHARGE

· Develop a community consensus on a land use and transportation
vision for the Charlotte metropolitan area.

· Decide on a major revenue source to fund the improvements needed to
make the vision a reality.

· Decide on the type of organization structure or partnerships best suited
to implement major transportation proiects in the metropolitan area.

· The Transportation/Transit Committee of IO0 was established in September,
1993, by the Charlotte City Council and Mecklenburg Board of County
Commissioners.

· [ts members include residents from a cross-section of the 30 communities
in the two-state, seven-county metropolitan area. Bill Simms, of
Transamerica Occidental Life Insurance Company, serves as chairman.
A full list of members is found on the last page.
· The Committee's work is funded by the City of Charlotte, Mecklenburg
County, and the State of North Carolina. The Committee will issue its
final report in November, 1994.
· The need for the Committee was first expressed by Charlotte and
Mecklenburg County. It was felt that a broad-based citizens committee
could help develop community consensus on the levd of transit service
Charlotte should provide, as well as consensus among metropolitan
jurisdictions on the need for regional transit services - or on how
services would be paid for and operated. At the same time, there is a
push for accelerating regional highway construction schedules.
· How can these regional road and transit issues be addressed in a coordinated
and integrated way? Over the years, a number of groups have been
formed to discuss transportation issues, making it difficult to determine
if a unified vision exists for our region. The Committee of 100 was
proposed as a year-long strategic process for building such a consensus
on future transportation and transit needs.
· The Committee of 100 focused on five major issue areas. A subcommittee
was formed for each issue area. Their recommendations follow.

BACKGROUND
