CHARGE <br /> <br />Identify the appropriate revenue source(s) and organizational strategy to <br />implement the recommendations of the Committee of 100 regarding <br />land .development, enviromnent, transit and roads. <br /> <br />PRINCIPLES <br /> <br />· The revenue source must be dedicated towards the implementation of <br /> the Committee of 100's regional vision. <br />· The dedicated revenue source should be levied and appropriated on a <br /> county-by-county basis. <br />· Local autonomy must be maintained in the selection of programs and <br /> proiects for funding. <br />· Revenues generated by a county must be spent in that county unless <br /> otherwise agreed to by respective units of government. <br /> <br />· Counties should contribute to regional planning efforts on a per capita <br /> basis from their dedicated source of revenue. <br /> <br />· The regional revenue source must be politically acceptable, easily <br /> implemented, equitable to all economic groups, and be able to generate <br /> sufficient revenues to meet the needs of the Committee of 100's <br /> regional vision. <br /> <br />RECOMMENDATIONS <br /> <br />12. <br /> <br />Rc~,'¢rlu¢ Source <br /> <br />1. Seek enabling legislation from the North Carolina General Assembly for <br /> up to a one percent new point of collection regional sales tax to be <br /> dedicated to the implementation of the Committee of 100's vision and <br /> authorized locally. The new sales tax would be levied and appropriated <br /> on a county-by-county basis. <br /> <br />2. Create a task force to address financing options in South Carolina for <br /> implementing the regional vision. <br /> <br />Organization <br /> <br />3. Create a liaison organization to coordinate and refine plans for <br /> implementing the regional vision. <br /> <br />4. The liaison organization should be housed within the regional Council <br /> of Governments of North and South Carolina and would report to staff <br /> representatives appointed by member governments. <br /> <br /> <br />
