5. The cost of the liaison organization should be paid by the local <br /> governments on a per capita basis. <br /> <br />Land Use <br /> <br />6. Fully fund the recommendations of the Committee of 100 with regard to <br /> corridor planning initiatives, a regional GIS system, and an ongoing <br /> educational program about the Centers and Corridors Land Use Vision. <br /> <br />Environmental and Technology <br /> <br />7. Implement the recommendations for Intelligent Vehicle Highway <br /> System (IVHS) technologies for the region. <br /> <br />8. Purchase new energy efficient/alternative fuel public vehicles, and <br /> implement other environmental enhancements to improve air quality. <br /> <br />9. Plan and build bicycle and pedestrian paths (where appropriate) in <br /> the region. <br /> <br />Transit <br /> <br />10. Allocate a portion of the new resources in Charlotte-Mecklenburg to: <br /> <br /> · improve local transit services, <br /> <br /> · plan for high-capacity transit service, <br /> <br /> · protect rights-of-way for future transit corridors, and <br /> <br /> · construct high-capacity transit where cost-effective. <br /> <br />11. Other Cities and Counties should consider allocating a portion of the <br /> new resources for local transit operations or for commuter bus services <br /> to Charlotte-Mecklenburg. <br /> <br />Roads <br /> <br />12. Target 5764 million over the first ten years of this program in a six- <br /> county area to accelerate road construction projects in the States' <br /> Transportation Improvement Programs (TIP) for the region. <br /> <br />13. Include provisions in the enabling legislation that maintain the States' <br /> current level of commitment and effort to highway construction in <br /> this region. <br /> <br />RECOMMENDATIONS <br /> <br />13. <br /> <br /> <br />
