STAFF ANALYSIS - PETITION 94-04 <br /> <br />Background <br /> <br /> In general: The petitioner is requesting a change in zoning on 8.74 acres from Low <br />Density Residential to Limited Commercial/Special Use for the purpose of constructing several <br />mini-storage units at the rear of his property with the intention of building a residence to the <br />front in the future. <br /> <br /> Surrounding land use and zoning: The property is located on the northwest comer of US <br />Highway 601 South and Jim Sossoman Road. To the north is a wooded vacant lot. To the <br />west, the property is separated from a small subdivision on Spring Drive by a wide wooded strip <br />along the property lines. East and South of the property are existing residences on large lots. <br />The entire area is currently zoned Low Density Residential. <br /> <br /> The request and its related uses: (Site plan attached) The combined use of the property <br />for a self storage facility and private residence in conjunction with the screening/landscaping <br />proposed would indicate an attempt to achieve compatibility with the surrounding area. <br /> <br />Impac~ <br /> <br /> The immediate area: Although the property lies along a major thoroughfare, it is within <br />a sparsely populated and rural area of the County. <br /> <br /> Transportation: US Highway 601 is a major thoroughfare, however, this use would not <br />be so intensive that it would create a significant volume of traffic on either Jim Sossoman or US <br />Highway 601 South. <br /> <br /> Water/Sewer: Water is currently available to the property, but no sewer. The storage <br />buildings, if equipped with an office and restroom facilities, will have to be on a private septic <br />system. There are currently no plans to extend sewer to this area. <br /> <br /> Visual impact: Based on the provided site plan and existing wooded areas that adjoin the <br />property, visual impacts have been addressed. By placing the business to the rear of the <br />property and the residence to the front, the site will have more of a residential appearance. In <br />addition, the landscaping and buffering will aid in the screening of the commercial use from the <br />surrounding area. <br /> <br /> In summary.: The approval of the requested zoning change and use would not appear to <br />have any negative impacts on the adjoining properties, nor would it appear to impact or <br />contradict the intent to preserve the rural character. <br /> <br />Assessment <br /> <br />1. Compatibility of surrounding uses: Due to the restrictions placed on the use through <br />approval of the development plan as a condition of the rezoning and performance standards for <br /> <br /> <br />
