self-storage facilities, the development of the property could be in harmony with the character <br />of the area. <br /> <br />2. Traffic problems associated with the development: This use would not be expected to <br />produce heavy volumes of traffic. Due to the nature of the use and the location on the site, any <br />traffic flow would be off of the main thoroughfare, yet would not encroach on existing <br />residences down Jim Sossoman Road. <br /> <br />3. Consistency with the Cabarrus Comprehensive Plan: This property falls within the Midland <br />Area Plan planning district. The plan's future land use map designates this area to be best suited <br />for low density residential which would permit low impact non-residential uses. <br /> <br />Staff Recommendation <br /> <br /> The primary question is if the use would preserve the rural/residential character of the <br />area in accord with the intent of the area plans. The proposed use would not seem to <br />compromise the intent of the County's I.and Development Plan. This petition could have been <br />handled through performance based standards in the Low Density Zone had additional standards <br />such as increasing the minimum lot size and siting behind a principal structure been in place. <br />This now represents a second rezoning case in as many months in which a generally low impact <br />use, which could have been conditioned through standards or even inclusion as a conditional use, <br />could have been allowed without requiring a rezoning petition. <br /> <br /> The staff recommends approval of this petition with conditions. The following should <br />be considered as a condition for approval: <br /> <br /> 1. Add/retain wooded area along north property line as a buffer between adjacent <br />property on US Highway 601. <br /> <br /> 2. Construction of the residence should occur before or in conjunction with construction <br />of the storage facility. <br /> <br />3.
