RESOLUTION REQUESTING <br />THE NORTH CAROLINA ASSOCIATION OF COUNTY <br />COMMISSIONERS SEEK AUTHORITY FOR COUNTIES <br />TO ENACT <br /> ADDITIONAL LOCAL OPTION SALES TAX <br /> <br />WHEREAS, <br /> <br />the Cabarrus County and Karmapolis Boards of Education and the North <br />Carolina Department of Public Instruction have identified many capital needs <br />in the two school districts; and <br /> <br />WHEREAS, <br /> <br />the Cabarrus County and Kannapolis Boards of Education and the Cabarrus <br />County Board of Commissioners are developing a plan for addressing capital <br />needs of the schools; and <br /> <br />many Cabarrus County citizens have stated their opposition to increased <br />property taxes but favor an additional local option sales tax for capital needs <br />of education in Cabarrus County; and <br /> <br />WHEREAS, <br /> <br />the Cabarrus County Board of Commissioner has voted unanimously to seek <br />equitable alternative revenue sources to meet the pressing capital needs of <br />education in Cabarrus County; and <br /> <br />WHEREAS, <br /> <br />the one hundred counties of North Carolina appear to be in need of <br />additional revenue sources for capital needs of education and other pressing <br />financial needs; and <br /> <br />WHEREAS, <br /> <br />an additional local option sales tax would help to provide funding for <br />necessary capital needs of education in Cabarrus County and throughout the <br />State of North Carolina. <br /> <br /> THEREFORE, BE IT RESOLVED that the Cabarrus County Board of <br />Commissioners does hereby propose that the North Carolina Association of County <br />Commissioners seek from the North Carolina General Assembly, authority for counties to <br />enact additional local option sales tax for capital needs of education; and <br /> <br /> BE IT FURTHER RESOLVED that each board of county commissioners throughout <br />North Carolina is hereby encouraged to provide strong leadership and support for this <br />endeavor. <br /> <br />Adopted this the __ day of September, 1994. <br /> <br />Jeffrey L.
