NASH COUNTY

NASHVILLE, NORTH CAROLINA 27856

July 14, 1994

J. CLAUDE MAYO, JR.,CHM
BOARD OF CCMMISS:ONE~$

J. WAYNE DEAL
COUNTY MANAGER

VINCE DURHAM
ATTORNEY

WAYNE MOORE
CLERK TO BOARD

Mr. Jeff Barnhart
Chairman
Cabarrus County Board of Commissioners
2670 Saddlewood Circle
Concord, NC 28027

Dear Chairman Barnhart:

Like most counties in North Carolina, Nash County continues to face
major financial demands for a wide range of services. While the needs
continue to grow, there is increased opposition by county citizens to
any increase in the property tax.

The most critical need in Nash County is school facilities. We have
called for a $35 million school bond referendum, but fear that it may
fail due to the public opposition to the required property tax increase.
Failure of the bond issue will not reduce the schools' real needs or the
county's responsibility to fund those needs.

It is our strong belief that the citizens of Nash County would much
prefer to pay for school facilities with an increased local option sales
tax as opposed to an increase in the property tax. Therefore, it is our
desire to gain legislative authority for counties to enact additional
local option sales tax for school capital needs.

By adoption of the attached resolution, we are seeking the support of
Cabarrus County. After getting ~his i~em adopted ~ ~ goal of the North
Carolina Association of County Commissioners, we will then seek other
support for our legislative request.

In seeking a solution to our school needs in Nash County, we have
attempted to find a way that would also help the entire state. The
attached letter from State Treasurer Harlan Boyles correctly points out
that we are at a critical point for the future of North Carolina's
children. Mr. Boyles feels that our current effort is a reasonable
approach to the needs that exist.

COMMISSIONERS: Kermit Richardson, District #1; James E, Odom, District #2; Billy Morgan, District #3; Tommy May, District #4;
Bill Buchanan, District #5; J.
