AMENDMENT No. 7 TO THE AGREEMENT <br /> BETWEEN <br /> OWNER AND ENGINEER <br /> FOR <br />PROFESSIONAL SERVICES RELATED TO THE <br />CABARRUS COUNTY SOLID WASTE PROGRAM <br /> <br />FURTHER DESCRIPTION OF BASIC SERVICES, DUTIES OF OWNER, <br /> METHOD OF PAYMENT, AND RELATED SERVICES <br /> <br />This AMENDMENT to THE AGREEMENT made as of ,199_~4 is hereby <br />included as an addition to and incorporated as part of the AGREEMENT FOR <br />ENGINEERING SERVICES made on February 4, 1991, between Cabarms Countw, North <br />Carolina (OWNER or COUNTY) AND Camp Dresser & McKee (ENGINEER or CDM) for <br />study and report professional services. <br /> <br /> SITE STUDY <br />FOR A SUBTITLE D EXPANSION TO THE <br />CABARRUS COUNTY SANITARY LANDFILL <br /> <br />The Basic Services of ENGINEER as described in Section 1 of said Agreement <br />are amended and supplemented as follows: <br /> <br />GENERAL <br /> <br />Faced with the closure of its existing sanitary landfill in mid-1997, Cabarrus County <br />commissioned CDM to evaluate all of the properties contiguous to the landfill for a possible <br />Subtitle D expansion. CDM identified four candidate site which were labeled Option A <br />through D. Though Option A is considered the best option from a technical standpoint, the <br />proximity of the second ranked site, Option B, to the existing disposal areas also made it an <br />attractive option. Following a review of CDM's findings, the Cabarrus County Board of <br />Health recommended that the County proceed with the preparation of a Site Study (the fkst <br />step in the State's landfill permitting process) for the Option B site. However, because of <br />uncertainties about ground water flow from the existing unlined landfill towards the Option B <br />site, the Board of Health also recommended that the County proceed with the field work <br />portion of a Site Study for Option A. Should further investigation of Option B raise concerns <br />about possible contamination from the existing landfill, the County would have the option of <br />moving to the Option A site quickly. <br /> <br />This Amendment will authorize CDM to prepare a Site Study for Option B in accordance with <br />Rule .1618 of the North Carolina Solid Waste Management Rules.
